  The google Toolbar has a system of sending info back to Google to allow you to use advanced options if you want to. You can opt out of using this if you want and only install the basic toolbar. Then it is spyeware free.

I also heard a recommendation for Google Toolbar as a pop up stopper.  Delgado is correct.  When you download it, you are given the option of the basic or advanced version.  The advanced version contains a tracker, the basic version doesn't.  I would still opt for Mozilla, as it has it all one, without the need for third party intervention.   :)
