Sounds like you have not set the bios to boot from CD rom as first device.
Once you have set the bios restart the cd in the drive and press any key when you see press any key to boot from cd rom at the bottom of the screen.
Do not press it again when it reboots or you will go round in a loop

Check the IDE connections on your CD Rom(s) and Hard Drive. This happened to a friend of mine, and it turned out to be a dodgy IDE lead to the hard drive.

As the pc starts does it detect the cd drive correctly on the first screen just after the memory and the hard drives ?
Also if you have two cd/dvd drives it may only boot off one of them, if you have two drives try it in the other drive.
