This the second time I've received one of these, looked real enough, but look at the date sent.
I copied and pasted it to an email to PayPal and they responded quickly stating that in fact it was a fraud and would work on disabling it. If you try and forward them, everything except the address info at the disappears.

The safest policy is never to respond to any unexpected emails claiming to come from PayPal, eBay, or any banking or financial institutions, especially if they are asking you to log into your account via a link in the email.   

Even if you think the email is genuine, always go to PayPal, eBay, or your bank, via your usual Bookmarks  / Favourites route, never via email links.
