I am probably changing Isp in the near future and have a Belkin router. Can someone please tell me if I need to reconfigure the router.

All you should need to do is change the username and password settings. If there's an auto select option for the IPs, select that. Reconnect the router, and you should be OK.
Out of curiosity, who are you going from and to?

Plus, of course, it may be useful to optimise MTU settings, depending on the ISPs.

Maximum transmission unit, the size of each packet you send through your connection. I couldn't tell you offhand what is right for your connection, I'm afraid, but there's a guide to how to check, with links to software and testing sites
here
