So, this is a USB modem, which connects each time the PC is powered on, yes?  To start with the obvious, have you actually checked that all the cables are connected correctly?

Try pulling the power plug out of the back of the modem and leaving it out for 1 minute, then plug it back in and see if i boots back up properly.

Sorry, Andy, but can you just confirm that this is a USB ADSL Modem, and not a router?  I'm wondering if it's trying to connect to a LAN which doesn't exist.  Can I suggest she goes into Internet Explorer > Tools > Internet Options > Connections and check that the correct connection (her ISP) is set as default, and that the 'Always dial my default connection' button is selected?

The flashing light usually means it's not achieving sync. Try disconnecting everything but the modem from the phone circuit.

Oh well, maybe it just needed a reboot.  :dunno:  Glad it's all OK now, Andy.  :)
