4x Burner?

I have a file that I have been instructed to burn at a speed of 4x.  It's a firmware update for a DVD player.  Nero will only go as low as 8x, and the software on my laptop, only 10x.  Is the burn speed drive or software dependant, and if software, does anyone know of one that will burn at 4x?

Nero will go as low as 1x with my drive, so maybe it's a hardware limitation?
