Their incompetency in the IT department (as well as most others), is astonishing.

It's part of a training programme for newly elected Members of Parliament.  They are required to mess about with computers and prove their ability to confound something which requires an awareness of security, logic, and common sense before they can be appointed to ministerial positions and buqqer up the whole country good and proper.
