They all say that, Sam.
Strangely, I supplied the same photo, to the same Council office, for both my bus pass and blue badge. The latter looks like me, the former looks like someone who's been spit roasted for 3 hours.

Yes, my hackney licence pic looks like I've spent a month at Chernobyl. Must be the way they scan them.

I think so, Simon. The bus pass has definitely been scanned, while the blue badge has a mounted photo under the lamination.
