Just had another think about it,and you said its shuts down instantly on first touch of switch whether bios is set at instant off or delay.If so its looking more like the board again ,sorry 
no no, sorry I wasn't clear there :-[... on XP, if you hit the power button once, XP closes connections and shuts down properly. XP overrides any BIOS settings as its a hot plug O/S.
