I've contacted our account manager at BT, who confirms this step has been introduced because they are changing the way they handle calls on the FRIACO network from contention to concurrency.
Previously each package was offered a certain number of ports, worked out through the contention ratio and number of clients on that package, i.e say the LITE package has 20,000 clients, 1333 ports would be allocated (20,000 divided by 15 = 1333.333). Once all ports had been reached, the next user would be denied with error 691.
At the moment, this is not being done correctly, so when the number of ports we own is reached, the call is terminated regardless of package.
This is obviously not what we wish for, or how we intend to operate, so we are chasing BT. There is a conference call between BT and ourselves this afternoon, I'll keep you posted with news.
