Several things worth considering:
1. Try using round IDE cables.
2. Insert a case fan (front and/or back) - if already fitted then check that one is blowing and the other sucking.
3. Insert an 'exhaust blower' extraction fan - occupies a PCI space in the case.

I've overkilled on cooling with my 2000XP and at max it goes up to 51C when playing Desert Combat which is a very CPU intensive game. I have 3 system fans, 2 intake 1 exhaust, 1 exhaust blower under my Ti4200, a HDD cooler and upgraded my CPU cooler from a 60mm fan to 80mm fan

Si Soft Sandra has a temp monitor in one of its modules, dont know how accurate it is but I assume it somehow reads the info from the BIOS
