You should still get a beep from the on chip buzzer or case speaker if connected.
Do you know if the pc that the mobo came out of had either an AGP or a PCI graphics card installed ?
If so the onboard graphics would be disabled in the bios.
I would suggest that you use the clear CMOS jumper to reset the bios so that hopefully, if that was the case it should default back to the onboard graphics and allow you to get into bios  :)

what would it say near the jumper?

Varies from mobo to mobo but probably something like C/Cmos.
Its usually near to the battery, but not always, and has 2 postions therefore 3 pins.
Just place it in the opposite position to what its in now for a few seconds then put it back to the normal postion.
Actually if its in the clear position, someone may have left it set that way for some reason, that would give you the sypmtoms you are getting too.
It would be a good idea to have a look at the mobo and see if you can identify it and check out where the normal run position is in the manual which would be available from the mobo manufacturers site  :)

If you can clearly see where the normal run postion is for both then it wont do any harm to clear both just make sure they are both reset to the normal postion when you have done.
It would be a lot easier, if you could have a quick look on the mobo for a makers name and model number to save having to guess at where they should be set to though  :(

Is the VIA on a chip or is it printed on the motherboard ?
Doesnt appear to mean anything in a search  :(

No its usually quite clearly marked either near the power supply connector or often on one edge of the mobo or sometimes between the white PCI slots.

Without knowing which mobo it is and whether the clear cmos and password jumpers are set correctly its hard to suggest a next step.
If your dads friend has the manual or can identify the mobo its probably a good idea to check with him  :)
