Most burning DVD burning progs will do what you want I use Nero 6, I havent used it to create menus but I am sure I have seen the option in it to create them  :)

Nero Vision does

Nero (burning rom) does not.

Depends on the format of the source material (as to whether it is DVD compliant or not). You will probably have to recode it due to the different audio formats - Nero vision does that too.

Alternatively try DVDLab - as that will allow you to create a DVD that has SVCD format mpeg on it.
