Are you trying to launch it from a desktop icon? It maybe that the path name has changed since you reinstalled it. Try launching it from your Start > All Programs list, or by the launch icon in it's folder in C:\Program Files, then create a new desktop shortcut, if that works.

gta: vice city, is a very graphically heavy game. make sure you have the latest version of direct x installed, the latest graphic card drivers oh and there is bound to be a patch on the GTA website.
patch available at: http://www.take2games.com/index.php?p=support_patches
and more info on the game at: http://www.rockstargames.com/vicecity/pc/index.htm

A 64Mb graphics card isn't that great for the standard of games these days, Jon. I wouldn't mind betting you may have to consider an upgrade. :|

Try dropping the hardware acceleration a bit Jon (Display properties/settings/advanced), as Simon says 64mb GFX isnt that high these days :(

it should work fine on a 64mb system.. it did on my old laptop. as sandra said lower the graphics. and if you havent make sure you have the latest version of direct x - that can be the problem
