Pipex never charged me to move.  I guess the trick is to take them with you, then migrate once you're at your new address, if you want to.

BT will charge a cease and re-provide, though, it's a matter of whether an ISP is prepared to absorb that.

I've cancelled contracts with virgin (or telewest as they were the first time) 3 times now, never charged me.
