Many authorities have the right to enter our homes, including the poliuce, fire brigade, gas and electricity boards and tax inspectors.  Google now have that right too so it's best make sure your house is tidy at all times.

well its just the plans... any burglar could have gotten those before from the town council.... and in most cases they wouldn't be bothered to spend that much time. Most houses are very similar layout and to be honest they won't be planning on breaking in with precision... bang, open the window... 

Though I agree this is a complete lack of respect of people's privacy... soon we will have facebook on the act and a version of sims where you can put where you are sitting right now... spooky stuff.
