Everytime I use my DVD drive my PC slows down, sound slows and I get disconnected from the net and when I reconnect I get 28.8K
Any ideas why?
PC Specs:
AMD 2000XP
512Mb SD RAM
SONY DVD-ROM DDU1211
18Gb Hard Drive
Intel 536 56k V90 Modem
I also want to point out my PSU (I Think It's 300W) sounds like it's on it's way out with lots of clicking sounds coming from it.

very very strange.
make sure that DMA is enabled on that DVD drive, to start with.
Can you give some more details - systems specs, O/S type etc etc.... I take it you are using a 56K modem....
it could be a power issue (ie not enough).
