This might be a harsh thing to say, but in some of the countries most affected by Malaria, if the population wasn't cut down by the disease, there would be even more people starving.  I don't know what's worse.  :(

It's difficult to effect any social improvements in countries run by governments that don't necessarily have their own peoples best interests at heart.
